Main FAQ seems to be, "do tattoos take away xp from my minions?" No.
Next: the difference b/t lesser & normal is, normal gain xp faster. No, lesser cannot "turn into" normal.
And: yes, it is intentional that tattoo unequips body armor + cloak when you put it on. It's also intentional that only one per char is allowed.

Also:
ToE, ToA do not conjure a minion.
1 tattoo per character rule does apply to non-minion tattoo 8*(.
