Viewing store at with 0 BAs (in General)

This may be a stupid question, but if entering the store uses up a BA, should it be impossible to use the store when you have 0 BAs left? I just happened to notice that right now it IS possible.

Flamewind is right, and it is impossible to use the store when you have -2 BA.
