8 or 10 BA per 10 Min? (in General)

Depending on what character I try to fight with (one with very low score, the other around 8000), I get the message saying i get 8 BA per 10 minutes. If I fight on the low score one, the game claims I get 10 BA per 10 Minutes. I should go with the lesser limit, right? Is this a bug, or just "creative thinking"?

When your ba limit changed in CB1 it only changed for your upper character. Your lower pr character still got 10 for instance when your main dropped to 9. It was seen as an exploit to use the lower char's ba for your higher char, apparently leading to reset in the past for people. Presumably the same stands here.

I had already read the FAQ, but that made me wonder when and if I would or could get my lower characters BA rate. Thats why I asked the question here.

But it seems this would be abusive, as per the example above. I think i'll live with 8 BA, rather than risk a reset. Thank you for your time :)
