Question about seeker arrows. (in General)

I realize that seekers attack the strongest mage first, but my question is how is the strongest mage deciphered? Is it by experience trained into the spell, or the level of the spell once the experience is trained?

Is there a difference between those 2 stats?

Anyway, the real answer is that it takes the stat of the DD *after* armor penalties/bonuses.

I know that sounded dumb, but I meant that perhaps a base Decay might have more damage inflicted than a trained Magic Missile.
