So I was able to bid on a black market MCM that I didn't vote for. Is this because it's been less than two weeks since I did cast a vote for an MCM, that has already sold, and my vote hasn't expired yet?

Bingo. If you vote on any item, you maybe bid on any auction of that same item type (from the blackmarket auctioneer) for two weeks (until vote expires).
