If you had a tattoo of augmentation, and some item, like a cornuthaum, which subtracted a percentage of dexterity, would the item affect the tattoo?

penalties from armour doesn't affect the augmentation. But EC during battles could lower your STR + DEX.

I believe the same applies for bonuses as well. Both penalties and bonuses only affect trained skills. If you have Haste or Giant Strength, they are not affected either.
