Posting "trick" referrer links (in Public Record)

Maybe I'm remembering incorrectly; if so, I apologize.

Didn't it used to be a fineable/resettable offense to post referral links to "MLM-style" games without telling people what they were (in order to trick them into clicking and getting you points)?
