Magic. You add someone and the PR disappears. (Actually it looks like a scaling formula based on the expected PR growth of a given PR character, reducing your remaining PR room in a non-linear fashion. With 100k room, add a 10k player and it figures they will grow to take up x% of available space, leaving you with 1 or 2k PR left)
