Way of the future :
Characters are made, often retired, more rarely, sold.
When people quit they try to sell everything they have, don't usually manage to sell their characters.
Future : More tattoos and higher level than we need... Means occasionally it's going to be the better your tattoo is, the more useless it is and harder to sell it is.
Simple solution : The Tattoo artist will extract the ink from the tattoo, paying you 40% NW and it becomes base. Or maybe, 50% and the tattoo is destroyed.
I'm not sure of exactness, and needs work on, just thought I'd suggest it :)
