Does this cancel out Unarmed combat? Also what about the skill from items, like Archery from those gloves or evasion from DB?

Heath, The CBF responds in a fairly predictable fashion.
If you hit a minion wearing a CBF in melee (with a melee weapon or with UC), the flames will rise. The hitter will be consumed, oft-times fatally.
Skills, gloves, evasion...these items have not a whit to do with it. If you physically hit (i.e. non-magic) a CBF wearer, you will feel the pain unless you are using a ranged weapon.

Cancels all skills and enchantments. Take a look at those who are wearing one to see how they are used. It can be very illuminating.

I was under the impression that armors that grant inherent abilities are not negated by a Cloak of Balrog Flame. You would still receive a .2 added bloodlust if you wore a CoBF and a TSA. Am I wrong?
They still work (and the VA bonus from BTH or MH), and becasue the minimum effect for Protect is 4 a CBF wearer casts Protection at 4 even though it's level has been reduced to zero, so you should train that as well.
