Why is the effective AS lower than the trained AS on my enchanter minion? He has nothing equipped at all, and only trains AMF and AS.

3 and 4 mage teams get a penalty for using AS.

3 and 4 minion teams get penalties. I don't know why Jon hasn't just made the penalty invisible though so as to avoid confusion. It doesn't make sense to have 3 and 4 minion teams to have a visible penalty for AS. It's not as if there is anything (short of firing minions) they can do to remove that penalty.

Odd that AS on 3 & 4 minions gets a penalty when the training page says that AS is "Most cost-effective for 3 or more targets"

Not really, because it is more cost effective with more minions.
