How do you get them? I mean, can you get them based on DEX alone, or does the plus on your weapon have to be "up there"?

You can only get 2 strikes from DX, max. All others must come from the + on your weapon.

Almuric is on the dot...technically..if you have a huge + on your weapon...you can get unlimited strikes

I'm currently working on a dagger for triple strikes.
A Dagger [4x10] (+50) 312,119
going to get the + to like 65 or better and then work on the x.
