Heavy Crossbow (in General)

Why is this item in black market, and on stats-items-normal????
It's definitly a worse weapon than Composite bows..
Same base damage, higher upgrade costs, and not compatible with archery..
(yes.. bolts is x10 instead of arrows x8).. but that is not at all a compensating factor, even for the higher upgrades.
