Tanks: Can become more powerful than mages, but cost lots of money to maintain. Mages: Tend to be cheaper than tanks, but also tend to be less powerful (and less able to deal with armor penalties)
I think this provides a nice balance between spending money on your chars and spending exp on them; I see no reason to change it."

With the recent armour changes, doesn't a CoI do exaclty this thing?

Granted, making a weapon that does the same (with a proportionally high upgrade cost..) might be taking advantage of the "no added pr for weapons up to x" property, but in essence (and apart from the equipment slot used), what makes a CoI now different to a mage staff?

I don't think the idea of a Mage staff is really "R" but just something that had been brought up plenty of times before. I always thought it was a good idea. Mages are cash cows so they need something to dump the money on.
