After explaining him that you are only supposed to have just 1 account, and not go from 1 account to another when you want to start over, I've banned all but his first account.
Jonathan, maybe change "You agree to use one and only one account." to "You agree to have one and only one account." on the sign up page??
(also maybe increase the font size of that line for each already existing account on the same IP, together with a few <blink> tags?)
