Bigah is banned for being (severely) non-PG, and not for the first time.
I also banned the entire Internet Provider he's using, as that same ISP was used by several other accounts on CB1 (Zorgia for example). All accounts I'm aware of using that ISP ended up being banned sooner or later, mostly for bad language (derogatory towards women is a common theme, but his vocabulary also includes words starting with 'f', 'n', 's' in varying states of misspelling).
Zorgia and the other accounts on CB1 (some admin functions don't work there, so I can't find the full list) were suspected multi (re-creating accounts after ban), but nothing showed up that could remove 'reasonable doubt'.
