Does the amount of EXP your team/minion is earning determine the number of levels your Tattoo gains (except the RoE, ;P)?
Say if a team earning 200 EXP, and a team earning 150EXP, would there be a difference in the tattoo's leveling? Logic tells me yes, the 200EXP team's tattoo would level quicker. But logic doesn't really hold true on CB ;)

I would assume so. Otherwise you could just kill 1 PR people for tat levels.

Yes.
Which means that a four minion character will level up a tattoo faster than a one minion character (seeing as it's based on total EXP, not per minion EXP).

Nope, tattoo growth does not depend on amount of minions.
