Sorry Archer, but rules are rules and I'm only trying to be consistent. I fined two other players 25k and so the same must happen to you. You should be glad it's a flat rate and not a percentage of your NW and cash.

Him not paying back a loan is *not* an admin issue, it is not a rule breaker and it doesn't have a fine associated with it.

Think about it, you borrow from a bank and you are late paying it off by 4 days, do they come take the product/money away from you with giant men?

No, if after two weeks the loan has not been paid off a reset for that person can be CONSIDERED, but until it has been a length of time we will not act.

As said before, things happen, life gets in the way.
