I think Barron has competition.
Not too bad of an idea I suppose, although it seems very unbalanced as you presented it. If it simply negated the enemy tattoo, it would be extremely unfair to the guy that has his tatoo up to level 800000 to have it killed by a level 20 tatoo. Perhaps if it subtracted its level from theirs, or worked like dispel magic (but against tatoo of course), it would be a much more plausible addition.

All ideas eventually get recycled and presented as new I suppose.
Maybe it should work like DM does to ED s. 80% of it's level is removed from the level of the tattoo it faces.

Maybe just a new EO. Exactly like DM but it lowers the level of a Tattoo by 70-80% of it's level.
That would make some very interesting Tattoo-less strategies.
