BA Regeneration not working properly? (in General)

I remember seeing this mentioned a few times, but can't remember the answer.

With my new character, I frequently see odd BA regeneration. I should be getting 10/10, but my latest regen was 9. I've logged on to see 45, 76, and loads of other examples of not receiving a 10/10 regen.

It's happened so much since the start of this character I've not bothered recording any examples, but I def seem to not get a 10/10 regen all the time.

I've not been switching characters, but If I had, they're all 10/10 regens now anyway...

That was the answer given before, but I am not sure if it applies to you or not? Seems odd anyhow.

Yeah, but I've no longer got a higher level character.

I'll go spend them all to see if I've been bumped up to 9/10.

OK, "9 additional BA are supplied every 10 minutes" I've just been bumped to 9/10, but thats only just now. It would explain the two 9's I just got, but the last regen, from 9 to 17 is only 8....

people u BA regen goes down over time.. mine is currently 9 BA every ten minutes... just a part of the game
