My BA just went from 7 every ten minutes to 8....
Not complaining. Oh no. But it did raise the question of how the refresh rate is decided. Is it connected to the top tiers MPR/PR? Or to my own? Does seem a little odd, considering I've been on the 7 BA rate for a few months now....
It's a percentage of yours compared to the top.
As the top get's larger (I suppose I should include a coment about Bonus charctaers here) if you can't keep up (Which you can't) you'll find your refresh rate dropping back down.

I guess I could see it as an extra bonus while I wait for my NCB to reset....;)

It depends on your untrained PR (=MPR plus all MPR your XP would add) compared to the #1 untrained PR.
