Hi guys. Just wanted to know the penalty for unequipping a tattoo. Also, is it only if you transfer it to another character, or if you transfer it to another minion on the same character as well?

There is no such penalty.

There is a timeout penalty for unequipping anything - if it's off for more than 5 mins, it can't go on the same minion for 8 hours (includes swaps, since it came off the first minion at the start of the swap)
