Does Central Bank auto bid on Auctioneer Auctions?

If so, why do they start at $1. Why not start them at the price Central Bank will bid on them at the end?

Because then we'd be right back to where we were when campers were selling everything.
As it is now, we have the illusion that we're getting a better deal, or at least the chance at a better deal.

But we're not. if you try and snag a new rare fromt he auctioneer for a low amount, Central Bank will still bid what the item is thought to be worth at the end. Why not just start the auction at that amount?
