Yeah so i am looking for a decent free or very very cheap photo editor, that someone with no skills in the area could pick up and just start playing with.

I have Irfanview, and I it only works as a photo viewer. I suppose there's an extension for it that lets you edit photos, though.
The Gimp is very good. I haven't tried it on Windows before, but I suppose it should work as well as on Linux.
The Gimp, on *NIX, Windows, Mac OS, or anything else you can get it to compile on.

Paint.NET is nice. And Google's Picasa 2 is able to do some effects too. Or try Ultimate Paint.

Definitely The Gimp. If you dont want something as complicated, I agree Paint.net is good as well.
