RoS enchantment question (in General)

Does anyone know if armor penalties affect the ED given by RoS? Say I have a 100k Haste and 20% penalties, I know the haste is reduced to 80k.....but what if there's 100k RoS Haste on it? Is it 180k, or 160k? (Whether they stack linearly or not isn't the point, the point is I am wondering whether or not the penalties apply to the bonus given by the RoS.)

judging by the lack of response i'd say nobody knows.and if they do they don't want to share their secret. or people are still researching on it.

i think also why people don't know is, if they have a RoS they use AS with it, most of the time.

my guess is it doesn't have a penalty because its not trained, its from the tat.

but i could also be very wrong.

you can ask someone that has a RoS with GS or Haste and penalties.

It isn't given a bonus by armor, don't see why it would take a pen.
If Jon wants to make it like the ToA is now, by all means do so!

The RoS bonus is not subject to armor penalties or bonuses. In your example you would have 180k haste.
