just used a RoE and it seems that he only gives extra exp to the 1 that has it equiped so does it only give exp to 1 character or to all?

As you've seen it only gives extra XP to the minion wearing it. If you want other minions to get extra you have to move it around.
every certain amount of ba then ill switch :p
