Seeing as how his account has just about nothing on it even worthwhile of resetting, there's not too much I can do. Perhaps a Full Admin. might like to check this out and deal with it accordingly to how they see fit.
Is there a public record thread about what he owes, and does that include a deadline before he has to pay?
Have you used all reasonable methods to contact him, including email?
