My brother wants to try this game: we share the same comp so we have the same ip. i've been instructed not to transer anything beyween the two accounts (money, items, etc) and i agree. Can my brother make an account?

Admins won't approve or disapprove this in advance. You either are a multi, or not; it's your behavior that proves if you're clean or not. A post like this has not much effect.
Posts like this are the same to me as signing the "My kid is too sick to attend school" note yourself ;)
