Character Hell Dragon... what the heck!? (in Public Record)

Character Hell dragon 3k PR and MPR 60k or so NW hits for 10000 damage in ranged round. Why? ANy thoughts?

no but it's the most likely option, if in fact he has uber upgraded bugged ammo, he'll likely end up on the wrong side of the law..
