Taking loans out. (in General)

Well, seeing as I ran the Public Record Fund, and I trying to 'fix" things I will see if I can just stop them from becoming broken. My proposition is simple. From now on, everyone, not just the people involved, scam Public Record for people taking out loans, and scan the FS/WTB for those same people trying to sell USD. I think that this would stop notable scams (like ABA's) and that, I think, would help. So for you who don't, start. Not difficult. Maybe after you finish your BA take a quick run through. Just thought I would go ahead and ask that of people.
