If I recall correctly, when you start an NCB, if you have a higher character it will increase the BA cost as though the higher character had the NCB as well. Is this still the case? (I ask because I have a loaned out item out for another 5 days, and intend to start my NCB in just under 5 days.)

I believe it's still the same. Additionally, if you have a larger character when you are playing an NCB your ba refresh rate goes 'strange'. If for instance your lower char is getting 9 ba per refresh and you let the ba collect for a few refreshes only the first refresh will be 9, the rest will be a lower rate, I think it will be 8 on those.
When you start an NCB it is wise to either retire the larger char or sell it....

Blast! I was hoping that wasn't the case, as my top character cannot be edited due to loan/bid for another 5 days 04:38:48. =(
