How much more damage in 2 rounds would an ELB do then an equal NW staff sling in 3 rounds? Also, how much money does the x on an ELB cost to upgrade?

Cost $7,798 to upgrade 1 x on the elb.
Wow a staff sling is $9907 for one x, I was hoping it would be a bit cheaper then that.
