I have gone through about 320 BA now, and my tatoo has not leveled at all. My max tatoo is now over my tatoo, not by much, but still over.
Is there a certain level my max tatoo has to be before it will start to level?

Click train, it forces the tattoo level to refresh.

Your tat is named, perhaps the naming effect still technically takes it over your max, thus it won't grow?

yup its leveling now...max tatoo * 4% = WIN :D
