Automatically being outbid??? (in General)

What is this message: "Your bid was successfully placed, but was lower than a previously placed maximum bid. You have not been charged any fee.
If you'd like to place a higher bid, go back to the auction page."

What is it all about? Every time I try to place a bid, the other bidder's amount automatically gets updated.
