Just wondering something about the 4% bonus that naming infers on the power of the item...
If I have an Amulet of Might + 9 (18% extra ST) does naming it make this %22 extra ST or 4% of 18%?
Also, does naming an item add NW and PR penalties? I mean.. the extra x150 that it gives, does that affect the PR of a young NCB team?
Just confused, and I'm awful with math...
it would increase the (+9) by 4%, does not add NW or PR, I believe.

Naming doesn't affect NW or PR.
It will give 9 * .04 extra effect, so, rounded up, it will be the same as a +10 AoM would be, at 20% extra strength.
