New guy question about PTH (in General)

Now from what I have seen PTH gives 1% chance to hit per +? My main question is it ok to train a minion with 0 xp in dex and a huge PTH on the weapon? Will you still hit all the time? If so does that make dex no good? Also would that make evasion no good against a huge PTH bonus on a weapon? Just wondering how that PTH bonus works.

If it is 100 PTH and there is nothing to reduce it, then yes.

No, DX can get you up to 2 hits and is less easily reduced.

Evasion affects PTH. An 800k Evasion will knock out +100 PTH.
