NCB and BA question (in General)

I know there is a hard cap of 1600 BA that everyone can buy and keep. Can I also do the same for a NCB character? Meaning, I buy 1600 BA and get a NCB character transferred to me from someone? Will I be penalised?

Yes you can do this. You will not be penalised.
