I believe DSL has the GNU parted tool built in. Invoke it from a command line using 'parted --help' to find out how to use it.

On another note, if you have a free cd-r lying around, I would suggest getting a live cd with a more complete distribution, like Knoppix or Ubuntu. DSL is great for slower computers and for USB drives, but it is a waste on a cd because it only uses ~50 mb.
On ubuntu there is a program called gparted which has a GUI that is much easier to use to partition, and it would be your best bet if you can't get parted to work properly.

Depends on what you mean.

If by "windows partition" you mean "a fat32/ntfs partition with a windows install on it" and by "won't boot up" you mean that grub/lilo can't chain to its bootloader, then you need to read your docs for grub/lilo and try to figure out where you screwed that up.

If by "windows partition" you mean "a fat32/ntfs partition with data on it" and by "won't boot up" you mean that you don't mount the partition once you have booted into DSL, then what you need to do is add the correct entry to the /etc/fstab file (or manually mount it).

As for partitioning tools, qtparted rocks too.

Good luck,
