if so, how old do i have to be to get one, what do i have to do in order to get one, and will they work for the creation of a paypal account?

I think you can buy prepaid credit cards at any old convenience store or pharmacy (CVS or Brooks)... I think you can get money onto paypal with one, most likely, but you can't get money out onto that card.

From paypal account to paypal account, it is free. If funded by credit card, there's a 3.4% (I believe) fee for the seller.

You will need a CC to be able to send money. Your paypal account has to be verified before they will lift the sending amount. You can't even get them to cut you a check for your money on paypal without a checking account or credit card. I just went through this hassle. I used accountnow.net they can set you up a checking account online and you can fund it with your paypal account.

I just send cash from my bank account to paypal's bank account # (with a special string included in the description, so that they know it should be added to your paypal account). After a few days, these funds appear on your paypal account and you can spend it on whatever you want.
I've even used this method in the past for others; they sent the cash from their bank account to paypal's account and then I did pay their item naming or supportership for them. No credit card required. Only an ordinary bank account and a few day's patience.
