I honestly think all ammo should spawn in stores, cuz i look around and see everybody with seekers nowadays, but not as many with exp shots. And dont give me the "they pay 10 per arrow" cuz they still can if the people that got em from store decides to sell them... I just think its too easy to get rare arrows and bolts right now. Just a rant that i dont think will happen, just thought I'd try.
either that or an ammo cooldown so people cant use them when they're not fighting.
People that have seekers equipped generally don't attack with them. I use slayer bolts for offense, but I can only get enough to do it for 25% of the time.
What might be a nice change is if defensive ammo loses all of its upgrades.

Yeah I just got a nice shiny new SoD but have a hard time finding Ex Shots for it!
