one hour requests...? (in General)

I am a virtual newb to CB2, so please excuse my stupidness ahead of time. I've never been very good at much in CB, other than camping.

I have seen some one hour requests for possible changes to CB? Or did I dream these? I have a tendency to dream about CB, since the days of old, and camping in the twilight hours.

So if they really exist, how do they work? Is there a general guideline for things suggested? I know camping has prolly been brought-up so I'll not bother w/ that.

Is there a wiki for how the hierarchy of admins and coders interact w/ each other? Is Jon still the only coder or has he enlisted helpers from w/in the community?

Jon does allow certain trusted people to work on the coding, evidenced by the theme engine contest that was held a while ago (and still hasn't been implemented, c'mon Pixel!) but it seems that 99% of the coding is done by Jon alone. Admins don't have any coding in their job as far as I know, they're just Jon's little (well, big in GB's case) helpers. The one hour requests are just simple changes that aren't too major that Jon could implement with less than one hour of coding. And no, camping isn't coming back =P
