VA %age vs DM (in General)

vs. a 2109DM (~2636 trained)
4100VA - Fizzles (51.4% = 2107)
4110VA - suceeds (51.4% =2112)

Which suggests that VA casts at ~51.4% of its trained level, in relationship to DM.

however:
Vs. a 625DM
2000VA - Fizzles.

If it was 51.4%, then it should have succeeded. So, anyone good at math want to take a stab at why it's quirky like that?

I have no idea (having never used VA before) but it is possible that a VA of 2000 is base, so the reduction to anything below that results in a fizzle.

That's the only thing I can think of.
