Idea for Central Bank (in General)

As Central Bank obviously is not a fighting character, and is only there to help the economy of CB to ensure that items go for a fair price, is there any reason why he needs to hold on to all the items that he has winning bids on, and would it also not be benifical to the community of CB if the items were re-auctioned at a later date to see if there is demand for them and if they could be used in a more constructive way than unused in Central Bank

Not sure how it would be done, but possibly the items could be put in auctions where the minimum bid on the item was that that Central Bank deemed to be the "Market Value".

These are just my 2 cents, so add criticisms and other ideas accordingly, cheers.

This has been suggested before. I was one of the many people to do so, however I think the idea is that if an item didn't get bid on "enough" then it's unneeded and deserve the bit bucket.

Maybe instead of deleting the items it could hold them. perhaps CB could be a character you could "fight" in a contest. Like you pay half the NW of the item in question and fight CB for it (at a disadvantage of course). It'd be like gambling

I have suggested numerous times that CB should curtail the spawn rate that is already rather excessive and instead just resell items that it buys. This hasn't happened yet and I doubt it will. One thing is for sure, however -- the term "rare" does not mean in this game what Webster might think.

I think one reason there's a high(ish) spawn rate for rares and Central Bank swiping stuff from auctions is that Mr Chairman ends up with the high net worth items and takes those out of circulation, thereby taking a larger bite out of the economy.
The smaller base type items spawn in auctions and newbies and oldbies alike can start from scratch and pour cash into a new item if they can't pick one out outside auctions.
All these other ideas on how to 'improve' Central Bank are trying to achieve exactly the opposite so don't hold your collective breaths.

Yes, that's one reason. Another is that it's more dynamic than simply turning down the spawn rate really low, which would be disproportionately felt by new players.
