For some reason, I cannot check the box allowing the NCB when creating a new character. I do not have any current NCBs, or anything else I think that would prohibit my NCB creation. Any help would be helpful.

Did you create an NCB and transfer it for someone else within the last 4 months?
I think you can make one NCB every 4 months or something like that.

If i did sell a NCB in the past 4 months, and I'm pretty sure I didn't, there's no PR post about it. And if I retired a character, wouldn't it show up under my retired characters?
Browser problem. I know I can't select Play-by-play with Safari. =/

Tried it on IE, using firefox normally, still didn't work.
