How come i can't make a new NCB? My NUB expired yesterday.

you can make a char with NCB while NUB is on going... theres a button to check

Yes you can. I made one while I had my NUB. Actually, I created 4 characters during my NUB and every time I was asked to confirm something about the NCB.
if someone sends you an NCB, it becomes the NUB...
