How often does the shop restock? 10mins, 15mins.....?

It restocks when it needs restocking =)
The store spawn rate isn't the issue regarding equipping your character. The store has long since been heralded as hoarding heaps of junk instead of anything useful. Check auctions for something that might retain some value on your character.

I have another question now. Are the "Goals" bugged? i forged my cloak to +2 and didnt get my 2k, checked the welcome page and didnt get my 100. also ordered an upgrade from the BS and didnt get my 200

Hey there, the goals seem to be not working properly, though it shouldn't be a problem. The goals are in place to get you familiar with the game, the rewards are little compared to what you can make later on.
