If I have a +100 weapon, and there is only dex based cth involved, am I guaranteed to land one hit every round?
In other words, if I have 20 dex against someone with a ton, yet they have no DB and no evasion, will I always land that one hit due to the +100?

Yes. In a case of no evasion or DBs, a +100 *melee* weapon will guarantee you a single hit every round regardless of the dex on either side.
However, ranged weapons have accuracy penalties so it'd be much harder to get a guaranteed hit.

Wouldn't it be the same with a +100 ELB in Ranged with Archery?
well thats what I was wondering, since if I just pump my weapons to +100 I can work on str, and swap my ToA for something else. I would just have to avoid mages and big evasions :D
