Forging (?) (in General)

I'm trying to catch on to the concept of forging, and think I have it down, but not sure about some specifics. When someone says they will forge an item for a rate of 70%... does that include the forging fees/transfer fees that will be generated? Or does the person hiring the forger have to pay 70% + those fees. So basically.. if there is a $1,000,000 NW change.... does $700,000 cover everything?

Yes, the $700k covers everything.

usually the 700k in your case would cover it all.... unless someone is a stickler and wants every cent they can get, then they would ask for all xfer costs and forge costs.
