Mithril Shield penalty? (in General)

I hadn't noticed this before, but I have an MS on my wall with no weapon at all and am still getting the 4% skills penalty. Is this right? The wiki says that there are penalties with 1 or 2 handed weapons (including a bow because it will fire during melee) but it doesn't state that there is a skills penalty even without a weapon. Should it?

You'll always get a 4% DX/skill penalty, yes. It does state it, look again - under basic information

A MS gives -4% to Dex. Any Dex modifiers from armour also apply to skills.

There are certainly Skill penalties even without weapons, they are in addition to ranged weapon penalties.

Fanta, I did look again and it's specific as to the penalties with which type of weapon you use but doesn't state that there's a penalty even if you do not have ANY weapon equipped not even a bow). Not nitpicking, I asked because I wanted a clear answer from guys who know more than me (which I got) just wanted to be clear as to why I asked in the first place.

Yeah, you're right, it doesn't specifically say...

But if you go to the wiki page "Wall Armor", it says: "Negative 4% to DX when equipped without a weapon" for shield specific penalties, where MS is the shield being used.
