(Possible) open loans and debts to NS (in Public Record)

Checked PR's through August (assuming any debt before then had been handled). I compiled any debts that were nor confirmed to be closed by the end of posting. For my own record keeping, kmg53 sold all of his cash instead of paying me the $13m he owes. Thunderbird, Valiek, and mini all stopped paying for some unknown reason.
